The strikes come after the US president announced that Kiev had agreed to stop attacking energy infrastructure

A massive drone barrage has struck an oil refinery in the Russian city of Yaroslavl, sparking a fire and injuring two workers in the largest reported attack on the region, Governor Mikhail Evraev has said.

Russian air defenses and electronic warfare units battled 124 incoming UAVs overnight, Evraev said in a statement on Tuesday. The assault damaged critical infrastructure at the refinery, while falling drone debris struck nearby homes and vehicles.

“124 drones in total. The refinery’s infrastructure has been damaged. Emergency services are working to extinguish the fire,” the governor wrote on his official channel.

Two refinery workers suffered shrapnel wounds and were rushed to hospital. Debris from intercepted drones also shattered windows in apartment buildings and private homes and damaged parked cars, according to Evraev. The full extent of the destruction remains unclear.

The overnight assault triggered widespread security measures. Authorities shut down Yaroslavl airport, blocked the key highway connecting the city with Moscow and diverted public transport. A missile alert was also briefly declared. Restrictions were lifted later in the morning after the drone threat subsided.

The raid marks the heaviest drone attack on Yaroslavl Region since the start of the Ukraine conflict, according to Kommersant. The previous record was set in August, when 93 UAVs were reportedly intercepted. Four people were injured in that assault, which also ignited fires at refinery storage tanks and several homes.

The same refinery came under attack again in September, when 65 drones reportedly targeted the facility, damaging infrastructure and nearby residential properties.

The latest attack comes despite US President Donald Trump’s September announcement that “Ukraine has agreed not to hit Russian Energy targets,” with Moscow pledging to also refrain from such strikes.

Trump had earlier urged Zelensky to stop targeting Russian refineries, warning that the strikes were driving up global diesel prices. “He has to stop knocking out diesel fuel in Russia,” Trump said.

However, Ukraine’s Vladimir Zelensky has since made halting refinery strikes conditional on Washington supplying Kiev with Patriot interceptor missiles. “If you need us not to attack their refineries, give us a one-month package,” he told Fox News on Monday, adding that Ukraine was prepared to pay for the missiles.

The strike comes as Moscow and Washington push ahead with a diesel supply deal aimed at easing soaring US fuel prices.

Russia has reportedly begun shipments under the agreement, with further deliveries planned despite repeated Ukrainian attacks on its refineries. Kremlin envoy Kirill Dmitriev has insisted Moscow will honor the deal, while Zelensky has criticized Washington’s easing of sanctions on Russian fuel.

Kiev has intensified long-range drone strikes on Russian energy and civilian infrastructure in recent months. Moscow has condemned attacks on civilian targets as terrorism and says its own strikes target Ukrainian military facilities and supporting infrastructure.
